Proposal №2018–2, Firearms Discharge Restriction An Ordinance of the Pierce County Council Amending Ordinance №2002–7, as Amended by Ordinance Nos. 2014–47 and 2015–45, by Removing the Prohibition Against the Discharge of Firearms on Approximately 525 Acres in the Graham/Kapowsin Area of Pierce County.

This issue returns after a couple year delay for Councilmember McCune to work through some concerns in the community. Essentially it removes a largely rural area from the shooting restriction zone. I supported it last time and will likely do so again unless there are new issues brought to light.
High Priority Offender Program

The HPO program uses a scoring system to identify offenders who will be targeted for more aggressive prosecution. Essentially, no plea deals, max sentencing pushes, etc.
Crime Data Analysis and Precinct Update

Acquiring real estate for road projects is sometimes a difficult process and requires the use of eminent domain. One thing I want to be clear about, the process is designed to require fair compensation to the property owner.

Proposal No. R2018–10, Authorizing the Expenditure of “Trueblood” Grant Award Funds A Resolution of the Pierce County Council Authorizing the Expenditure of Funds Awarded Pursuant to Trueblood v. Washington State Department of Social and Health Services (DSHS).

The Trueblood case is a federal lawsuit against the State for failing to conduct competency evaluations of criminal defendants in a timely manner and allowing them to languish in jail. You can read more about the case here.
The judge essentially began fining the State which set up a grant program to reduce wait times. Pierce County has received some of those grant dollars and this allows their expenditure.
