Proposal №2017–85, Addressing and Grid System An Ordinance of the Pierce County Council Amending Chapter 10.44 of the Pierce County Code, “Addressing and Grid System for Pierce County”; Adopting Findings of Fact; and Setting an Effective Date

After holding public meetings, we’re moving forward with the ordinance adopting address changes to meet the needs of the federally mandated Next Generation 911. As part of this update, directionals on all addresses on Key Peninsula, Fox Island, and Anderson Island are being changed. For about 375 out of almost 17,000 affected properties, more significant changes are needed to ensure first responders can find the property in the event of an emergency.

Fox Island and Anderson Island will simply drop the suffix, while the KPN/KPS designations will be changed to cardinal directions that meet requirements.

Proposal №2017–89, Development Regulations — Amendments An Ordinance of the Pierce County Council Adopting Amendments to the Pierce County Codes, Title 18, “Development Regulations — General Provisions”, Title 18A — “Development Regulations — Zoning”, Title 18B — “Development Regulations — Signs”, Title 18F — “Development Regulations — Land Divisions and Boundary Changes”, Title 18H — “Development Regulations — Forest Practices”, and Title 18J — “Development Regulations — Design Standards and Guidelines”; Adopting Findings of Fact, and Setting an Effective Date.

This is a regulatory update to our land use and development code. The proposal will reduce conflicting language, update policies, and remove unnecessarily burdensome regulation. It’s a rather large package of amendments so this committee meeting will strictly be an introduction with the bill coming back for more work.

I anticipate there will be amendments offered including a couple of my own. One on tree retention policy, the other to allow electronic reader boards at schools.

You’re not having deja vu. The Chambers Creek Master Plan is back thanks to some sort of error. The Chair refers to it as a “repeal and replace,” though I keep telling him that might not be the analogy he wants to use. 😁

Proposal No. R2017–131, Tacoma Tideflats Subarea Planning Process A Resolution of the Pierce County Council Declaring Pierce County’s Desire to Participate in the Tacoma Tideflats Subarea Planning Process and Requesting the Executive Negotiate an Interlocal Agreement with Relevant Jurisdictions that Assures an Appropriate County Role in the Process.

This was held over from a meeting two weeks ago.

For background, the City of Tacoma has begun work on a subarea plan for the seaport industrial area on Commencement Bay. It would establish land use regulations as well as capital facility and transportation investments. You may have heard about the interim regulations voted on by the City Council last week.

The City has invited the Port and Puyallup Tribe to partner in this process, though the City remains solely responsible for the final decisions. Both are major property owners in the Tideflats. In addition, the Puyallup Land Claim Settlement requires consultation with the Tribe on land use decisions in the area.

I don’t see the reason for the County’s involvement however. While we have many countywide responsibilities like criminal justice, human services, and public health, this planning work is not. Where there County does have an interest, we can can submit comments on proposals.

We’ve made progress rebuilding relationships between local governments that have historically not been great. This would be a step backward.

While everyone in the County benefits from the Port, Tacomans most directly feel the negative impacts. Adding the County undermines their voice. We’re already represented by countywide officeholders in members of the Port Commission. There’s no reason to add more from outside Tacoma.

I will be voting no.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
